When Pam Lowe saw more and more historic houses and mature trees falling to new construction, she took personal action to protect her Woodland Heights neighborhood. Since 2006, she has worked to preserve the area’s distinctive character by purchasing and renovating eight endangered historic homes, which she maintains as rental properties.
